Under the terms of Ordinance No. 14/2014, of January 23, DGRM developed a solution that allows the dematerialization of recreational fishing licenses.
Holders of recreational fishing licenses do not need to be accompanied by any paper-based license in order to exercise the activity, since the license will consist of a record in the DGRM database, which can be consulted by SMS at all times.
For licenses requested on the Bmar Portal, no SMS will be sent, in this case a document that can be printed or transferred to any smartphone, will be issued for inspection purposes.
Recreational fishing licenses can be issued:

At any ATM
(only for national citizens with Portuguese ATM card); -
At the DGRM counter, in Lisbon (for national and foreign citizens);

At the counters of the Regional Agriculture and Fisheries Directorates of the North (DRAP Norte), Center (DRAP Centro), Lisbon and Tagus Valley (DRAP LVT), Alentejo (DRAP Alentejo) and Algarve (DRAP Algarve) (for national and foreign citizens);

Via Bmar Portal (currently only available to non-resident national citizens or foreign citizens, being possible to issue group licenses). click here

Economic agents authorized to operate with vessels registered in the maritime-tourist activity, in the form of tourist fishing, can purchase prepaid recreational fishing licenses, valid for one day, for the respective customers who, being interested in practicing recreational fishing on board those vessels, do not hold a license for that purpose.
Prepaid licenses can be purchased at DGRM (Lisbon), DRAP Norte (Matosinhos), DRAP Centro (Aveiro), DRAP Lisboa and Vale do Tejo (Setúbal), DRAP Alentejo (Sines) and DRAP Algarve (Tavira, Olhão, and Portimão), or requested by email to: pesca.ludica@dgrm.mm.gov.pt .
These licenses are only valid for a 24 hours period after they have been activated. To activate the licenses, the instructions contained in the document provided with the batch of prepaid licenses must be followed, by sending a message (SMS), which can be created using any mobile phone with an identification QR code program. The reading of the QR code generates a SMS that must be completed with the customer's data or, alternatively, through a message to be sent to DGRM under the terms explained in the document provided.
Attention is drawn to the need in the exercise of recreational fishing on board of tourist fishing vessels, that the capture of fish and the respective transport after disembarkation must always be carried out by the license holder, whose validity and time of issue can be verified , at any time, by the inspection agents (DGRM, Maritime Police or GNR) through an SMS of consultation to the DGRM database.

The license allows recreational fishing to be practiced throughout the Mainland (Decree-Law No. 101/2013, of 25 July) – excludes Azores and Madeira islands.
