Description
The first Fisheries Agreement with the Republic of Seychelles dates from 1987. The current Fisheries Partnership Agreement (FPA) concluded between the European Union (EU) and the Republic of Seychelles covered the period from 18 January 2005 to 17 January 2011, and renewed since then. The current Protocol (2013-2019) provides for an annual financial contribution of € 5 530 000 in the first 3 years and € 5 000 000 in the last 3 years. This Agreement is part of the tuna network FPAs, negotiated with third countries of the Indian Ocean, allowing EU vessels (from Spain, France, Italy and Portugal) to fish in Seychelles’ waters.
Eligibility conditions
- hold a valid fishing license in accordance with Article 6 of the Control Regulation (Regulation No. 1224/2009)
- Implementation of the relevant IMO vessel identification system, if required under Unions law
- The fishing vessel is not on a IUU vessels list adopted by any RFMO and / or the Union under the IUU Regulation
- The flag Member State has fishing opportunities under the fisheries agreement in question
- Have a vessels satellite monitoring system (VMS) installed and operational
- Have a system for the electronic filling and transmission of fishing logbook data installed and operational.

- Tuna seiners: 40 vessels
- Surface longliners: 6 vessels.

Required Documents
Each license application shall be accompanied by proof of payment of the fee for the corresponding duration period, or by any other requested document under the specific provisions applicable to vessel’s type concerned under the Protocol.
Cost of the License
- Surface longliner of 250 GRT or less, € 4950 to € 6750 per year (reference tonnage: 90 tonnes)
- Surface longliner of more than 250 GRT, € 6600 up to € 9000 per year (reference tonnage: 120 tonnes).

Observers
Vessels authorized to fish in Seychelles’ waters under the FPA shall board observers designated by the competent regional fisheries organization, upon agreement of the Parties, or, in the absence of such designation, by the Seychelles authorities.
Seafarer
When operating in the waters of Seychelles, each tuna seiner shall take on board at least two Seychelles seamen designated by the ship's agent, and agreed with the shipowner, from a list of names submitted by Seychelles.
Authorized areas
EU vessels are only authorized to operate in the areas defined in the Protocol.
Reporting Obligations
All vessels authorized to fish in Seychelles’ waters are obliged to report their catches to the competent Seychelles authority.
Prior notifications
EU vessels shall notify the competent Seychelles authorities at least three hours in advance of their intention of entering or leaving Seychelles’ waters and, on a three days basis, during their fishing activities in Seychelles’ waters, report their catches during this period.
Sea Inspection
Masters of EU vessels fishing in Seychelles’ waters shall authorize and facilitate the boarding and fulfillment of the duties of any Seychelles inspector.
