 Description

A new Fisheries Partnership Agreement and the corresponding Protocol and Annexes, between the EU and the Republic of Mauritius was initialed in February 2012. This new Agreement replaces the previous 1989 Fisheries Agreement. This Protocol is under provisional application and will enter into force only when fulfilled all internal formalities of each of the Parties.

This Protocol is under provisional application as of 20th October 2017 and will expire on the 07th December 2021, with a financial contribution by the EU of €2 300 000.
 

 Eligibility conditions

  • Hold a valid fishing license in accordance with Article 6 of the Control Regulation (Regulation No. 1224/2009)
  • Implementation of the relevant IMO vessel identification system, if required under Unions law
  • The fishing vessel is not on a IUU vessels list adopted by any RFMO and / or the Union under the IUU Regulation
  • The flag Member State has fishing opportunities under the fisheries agreement in question
  • Have a vessels satellite monitoring system (VMS) installed and operational
  • Have a system for the electronic filling and transmission of fishing logbook data installed and operational.

  • Tuna seiners: 40 vessels
  • Surface longliners: 45 vessels.

  • 4 Surface longliners.

 Required Documents

Each license application shall be accompanied by proof of payment of the fee for the corresponding duration period, or by any other requested document under the specific provisions applicable to vessel’s type concerned under the Protocol.
 

 Cost of the License

Longliners (more than 100 GT): EUR 4 125, equivalent to: - 63,5 tonnes of tuna and related species caught in Mauritian waters for the first two years of application of this Protocol, - 58,9 tonnes of tuna and related species caught in Mauritian waters for the last two years of application of this Protocol;

Longliners (less than 100 GT): EUR 2 050, equivalent to: - 31,5 tonnes of tuna and related species caught in Mauritian waters for the first two years of application of this Protocol, - 29,3 tonnes of tuna and related species caught in Mauritian waters for the last two years of application of this Protocol.

 Observers

Vessels authorized to fish in Mauritian’s waters under the Agreement shall take on board observers appointed by Mauritian’s authorities.

 

Seafarer

During its activity in Mauritian’s waters, at least twelve seamen shall be taken on board by each EU vessel or, alternatively, pay a financial compensation.


 Authorized areas

EU vessels are only authorized to operate in the areas defined in the Protocol.
 

  Reporting Obligations

All vessels authorized to fish in Mauritian’s waters under the FPA shall be obliged to report their catches to the Mauritian’s Fisheries Authority every three days.


 Prior Notifications

Union vessels shall notify the Mauritian’s authorities responsible for fisheries control at least 12 hours in advance of their intention of entering or leaving Mauritian’s waters.

When sending the departure notification, vessels shall also report the estimated date, time, waypoint, volume and species caught and retained on board. These communications shall be reported by e-mail or Fax.


 Sea Inspections

Masters of EU vessels engaged in fishing activities in Mauritian’s waters shall allow and facilitate the boarding and fulfillment of the duties of Mauritian’s officials during inspection and control of fishing activities.
