In Portuguese commercial ports, "Single Port Windows" were created in close partnership with national customs and with the various authorities which exercise their competences in the ports. In this context, procedures have been specified for simplification and harmonization, which has resulted in a reference model.

The Single Port Window, through which maritime transport operators, or their legal representatives, enter all the information regarding arrival and departure of ships, makes this information available to all authorities involved.

Aiming at the simplification and harmonization of administrative procedures applicable to maritime transport by standardizing the electronic transmission of information and rationalizing reporting formalities, the European Union adopted Directive 2010/65/EU of the European Parliament and of the Council of 20^th October on reporting formalities for ships arriving in and/or departing from ports of the Member States and repealing Directive 2002/6/EC of the European Parliament and of the Council of 18^th February 2002, this one transposed into national law by Decree-Law No. 73/2004 of 25^th March.

Thus, according to Annex A, No. 5, and Appendix I of Decree-Law No. 218/2012, the Competent Authority for Maritime Transport and Ports Security has prepared a form template to assist maritime transport operators, company security officers, ship security officers and shipping agents in the collection and transmission of the information required by Article 6 of Regulation (EC) No. 725/2004 of the European Parliament and of the Council, on enhancing ship and port facility security.

Information provided by maritime transport operators will then be submitted electronically by the operator or his legal representative in the Single Port Window of the port that the vessel intends to enter.
