Online service for request the fishermen professional compensation fund - fishing with vessels
 

Framework

Decree-Law No. 311/99, of 10 August, in the version republished by Decree-Law No. 61/2014, of 23 April, combined with Decree-Law No. 52/2017, of 26 May, regulates the Fisheries Professional Salary Compensation Fund (FPSCF). The FPSCFaims to provide financial support to fishing professionals, in the form of salary compensation when, for reasons related to specific conditions of their activity, they are temporarily deprived of their income.


Main inactivity situations covered

  • Prohibition of fishing for reasons of preservation or management of resources, reasons of public health or defense of the environment, with a minimum duration of 8 consecutive days
  • Adverse conditions that lead to a lack of safety in the bar or at sea, attested by the competent authority.


Beneficiaries

  • Shipowners and fishermen, registered seafarers, holders of a valid maritime certificate, exercising their activity on an exclusive basis on board a fishing vessel, licensed for ocean waters, inland waters or inland waters, which are temporarily immobilized in the scope of inactivity situations provided for in the Fund
  • Workers who, on an exclusive basis, carry out onshore an activity linked to the immobilized vessel in the context of inactivity situations provided for in the Fund
  • Licensed fishermen, for clear fishing and catchers, holders of a valid license, when exercising the activity on an exclusive basis, and there is a fishing ban for reasons of public health or defense of the environment, preservation or management of resources, with the minimum duration of 8 consecutive days.


Amount and payment of wage compensation

  • The daily amount of support wage compensation is equal to 1/30 of the minimum monthly wage guaranteed to workers
  • Payment of compensation is limited to a maximum of 60 days per year
  • The payment of wage compensation is only due from the 4th day of immobilization of the vessels. In the event of bad weather, it will be necessary to check the closure of the bar, or the existence of bad weather conditions that prevent fishing safely, for at least 3 consecutive days or 7 interpolated days, within a period of 30 days.
