The development of maritime economic activities, in particular those related to maritime transport, fishing and the exploitation of marine resources, has been promoting the employment at sea, whilst creating key issues such as the availability of properly qualified human resources to deal with the greater economic and legal requirements.
The individuals performing functions on board the vessels - SEAFARERS - assume a key role in this respect.
In this sector, the seafarers are a key factor in the effectiveness and efficiency of operations, being operational and occupational safety as a priority issues in the success of a professional activity with high levels of risk and danger. Therefore, the different national and international regulatory instruments of this activity provide for and require, as a prerequisite for the exercise of any role on board, training requirements, knowledge and skills in the fields of safety at work, security, personal survival techniques, operation of equipment, as well as the observance of personal and social responsibilities.
Taking into account that the maritime activity has a global and multinational dimension, it requires to be highly regulated so that the requirements of professional qualifications can be guaranteed by the Maritime Administration.
Accredited training bodies for Seafarers
The seafarers exercising functions on board seagoing vessels shall have certificates of competence and qualifications issued under and for the purposes of the International Convention on Training Standards, Certification and Watch keeping for Seafarers, 1978 - STCW Convention 78, with amendments.
The DGRM is the competent authority to approve seafarers' professional training courses and issue the seafarers' professional certificates. In this context, the list of Accredited Training Bodies for Seafarers is announced (updated on 27-12-2017).
Note: Any document issued by entities not accredited or recognized by the DGRM does not lead to the issuance of a professional maritime certificate, and does not constitute evidence of training under the STCW Convention 78, with amendments.
