Stage I – Application
The terminal operator shall organize a “Port Facility Security Officer” (OPIP) application pack 1 consisting of:
1. Services request (Link);
2. Letter from the Port Facility Operator containing:
•Name of the applicant;
•Certification proposal of the applicant as OPIP;
•Identification of the port facility certified, or in process of certification, under the ISPS Code (Name of the port facility, Name of the port, IMO number PTXXX-0000).
3. Photocopy of a satisfactory applicant identification proof;
4. Passport photo 2;
5. Professional contact details of the applicant 3:
•Telephone;
•Mobile;
•Fax;
•Address;
•E-mail.
6. Proof of specific professional training frequency and approval, with reference to the IMO Port Facility Officer course (issued by accredited training entities);
7. Valid criminal record certificate 4, identifying “Access to restricted Zones” in the field “Purpose”;
8. Updated Curriculum Vitae, dated, signed on the last page and initialled on the others, with special reference to his/her professional experience in the port and security areas;
9. Individual sheet (Link);
10. Responsibility statement (Link);
11. Declaration of the applicant’s line manager, CONFIDENTIAL and SECRET classifications (Link);
•Where (b) is indicated you should write the "Port Facility Security Officer under ISPS Code and Decree-Law n.º 226/2006 of 15th November”
12. Articles of the Penal Code of Portugal (Link) signed by the person to be certified.
The application pack must be placed individually in a sealed C4 size (229 × 324) envelope, stating on the outside of the envelope the following: "ISPS - OPIP / (Port facility - PF - name)". Envelopes sent in groups should also be numbered, beginning at number one (as in the example below).

The envelope(s) referred to in point 2 of Stage I shall be placed inside an envelope or packaging and shall be returned to the Competent Authority for Maritime Transport and Ports Security by registered mail to the address indicated below or delivered by hand at the same address:

The assessment of the application process implies the payment of a fee as established in the Ordinance n.º 342/2015, of 12th of October.
Stage II - Accreditation
Upon receipt of a communication from the ACPTMP that the application file has obtained a favourable opinion, the applicant/interested party should request the accreditation of an individual to the National Security Office (GNS) directly in the portal (www.gns.gov.pt), choosing the "Request Services" option and taking the following steps:
Fill in the respective boxes with requested data of the applicant entity5;
In the "Request for:" box (type of applicant), choose the option "OTHERS";
Press the "Continue" button; Select the "NATIONAL" Mark;
Fill in the number of processes (number of persons) to submit to the GNS;
Download the respective NOTICE OF SETTLEMENT (containing the "Entity", "Reference" and "Amount" elements) to proceed with payment (via ATM or Home-Banking); (the process of assessing and processing the application for accreditation is subject to a fee as set out in Ordinance n.º 1183/2010, of 17th of November)
Pay using the ways available at GNS (ATM, Home-Banking, bank transfer or payment in person by cheque or cash) (For clarification about the functioning of the portal, you can contact the National Security Office)
After payment of the application for accreditation submitted online, the person to be accredited should send to ACPTMP, by electronic mail isps@dgrm.mam.gov.pt or to the postal address,

The following documents:
Photocopy of the Notice of Settlement;
Proof of the payment.
Granting of accreditation, or not, by the National Security Authority in the "NATIONAL" mark "CONFIDENTIAL" grade is communicated by the ACPTMP;
Accreditation of individuals in the NATIONAL Mark has a validity period of 3 years, so people who want to renew their credentials, an equivalent process to a new accreditation, must request it at least 3 months in advance of the security accreditation certificate expiring date.
Stage III - Certification
Certification of Port Facility Security Officers consists of:
Proposed Port Facility Security Officer Certificate;
Security Officer Identification Card.
Issuance of the certificate and identification card is due fee as established in the Ordinance n.º 342/2015, of 12th October;
Certification of Security Officers shall be valid until the deadline of the accreditation granted by the National Security Authority (GNS).
Stage IV – Revalidation of Certification
To revalidate the certification of Port Facility Security Officers the following instructions must be followed:
Request the accreditation process of an individual to the National Security Office (GNS) directly in the portal (www.gns.gov.pt), choosing the "Request Services" option and taking the following steps:
Fill in the respective boxes with requested data of the applicant entity6;

The certification renewal process comprises the following:
Services Request, indicating "Issuance of Certificate and OPIP Identification Card" (Link);
Updated photograph of OPIP;
Permanent professional contact details of the candidate (Annex 1)7:

E-mail.
Photocopy of the Notice of Settlement issued by the National Security Office;
Photocopy of proof of payment of the Settlement Note;

Accreditation of individuals in the NATIONAL Mark has a validity period of 3 years, so Security Officers should submit the application to their accreditation renewal, at least 3 months in advance of the security accreditation certificate expiring date;
When notified by the National Security Authority about the attribution, or not, of the renewal of accreditation on "NATIONAL" mark, DGRM will send a letter to the applicant for payment of fees for issuing both the certificate and the identification card;
The identification card will be sent to the port facility OPIP after having been received the proof of payment of the respective fee.
1. The file is organized individually and by candidate.
2. Paste in attached form (Annex 1).
3. Fill out the attached form (Annex 1).
4. For the purpose of validation, it is considered valid if the mailing or delivery date to ACPTMP happens before the expiration date of the certificate.
5. The applicant entity is understood as the identification of the person to be accredited followed by "-ACPTMP".
