Description
The North-East Atlantic Fisheries Commission (NEAFC) is an international organisation established under the Convention on Future Multilateral Cooperation in the North-East Atlantic Fisheries which entered into force on 17 March 1982.
The principal objective of NEAFC is to "promote the conservation and rational utilisation of the fishery resources of the North-East Atlantic, in accordance with a regime appropriate to the extension of the coastal State's jurisdiction over fisheries, and accordingly to encourage international cooperation and consultation with respect to these resources", providing sustainable economic, environmental and social benefits.
The Contracting Parties of NEAFC are the European Union, Denmark (representing the Faroe Islands and Greenland), Iceland, Norway and the Russian Federation.
In addition to a Commission, which brings together representatives of all Contracting Parties, NEAFC is organised supported by a Permanent Secretariat and three Permanent Committees:
- Permanent Committee on Monitoring and Compliance (PECMAC);
- Finance and Administration Committee (FAC);
- Permanent Committee on Management and Science (PECMAS).
It also has the support of Working Groups, created with a specific timeframe to respond to certain issues identified as relevant by the Contracting Parties of the Organisation.

Legislation
A licence, attributed by the DGRM, shall be required for fishing activities within the framework of this Organisation, in accordance with the following legislation:
Order N.º 156-A/2021 of 20 July establishing the rules for the distribution of quotas available for operating in the North Atlantic
Council Regulation (EC) N.º 1224/2009 of 20 November 2009, establishing a Community control system for ensuring with rules of common fisheries policy
Regulation (EU) 2017/2403 of the European Parliament and of the Council of 12 December 2017, on the sustainable management of external fishing fleets
Regulation (EU) N.º 1236/2010 of the European Parliament and of the Council of 15 December 2010, laying down a scheme of control and enforcement applicable in the area covered by the Convention on future multilateral cooperation in the North-East Atlantic fisheries
