Framework
The entry of vessels into the national fishing fleet complies with that established in the regime of entry / exit of capacities in the national fishing fleet, regulated in article 23 of Regulation (EU) No. 1380/2013 of the European Parliament and of the Council, of 11 December 2013, so the registration in the fishing fleet of a new vessel can only occur by replacing the vessel (s) that are registered in the fishing fleet. In this way, registration in the fishing fleet of new vessels can only occur by replacing (scrapping) a vessel (s) of equivalent capacity (in gross tonnage - GT and propulsion power - kW) that is (are) registered. in the fishing fleet.
Fleet Entries
The entry of vessels in the fishing fleet is done by replacing one or more vessels registered in the fishing (counterpart) and may take the following modalities; construction, from other activities or from other Member States or third countries, which in this case constitutes an import. Vessels that have already been registered in the national fishing fleet can re-enter the fishing fleet (re-entry), maintaining the principle of presenting counterpart vessel (s).
Construction of Fishing Vessels
The construction of vessels requires prior authorization, as stipulated in Article 70 of Regulatory Decree No. 43/87, of 17 July, republished by Regulatory Decree No. 16/2015, of 16 September. The authorization for the construction of a vessel to register it in the fishing fleet, implies the departure (slaughter) of a vessel that is registered in the fishing.
The request must be made by the owner of the vessel to be shot (counterpart), using the Form available on the Online Services (See here), to the email address: mail.df@dgrm.mm.gov.pt, attaching the following documentation:
- General arrangement plan and description of the vessel to be built
- Engine and equipment catalogs to be installed in the new construction.
For Coastal and Largo Vessels, you must also attach:
- Gross Tonnage Calculation (GT) - (for vessels ≥ 15 m CFF)
- Technical and economic justification of the project.
Note: In addition to the above documentation, additional documentation may be requested.
After the completion of the registration process in the fishing fleet of the new vessel, the following documents must be sent to DGRM - Fleet Division, to the following email address: mail.df@dgrm.mm.gov.pt:
- Evidence of slaughter / cancellation to the fishing fleet of the counterpart vessel
- Property title
- National Tonnage Certificate (not required when issued by DGRM)
- Security Stock Certificate (not required when issued by DGRM)
- Inspection Term.
Entry of Vessels from another Country or Activity
The registration in the fishing fleet of vessels originating from another activity requires prior authorization, as stipulated in Article 70 of Regulatory Decree No. 43/87, of 17 July, republished by Regulatory Decree No. 16/2015, of September 16.
The authorization for a new registration in the fishing fleet implies the departure (slaughter) of a vessel that is registered in the fishing. The request must be made by the owner of the vessel to be shot (counterpart), using the Form available on the Online Services (See here), to the email address: mail.df@dgrm.mm.gov.pt, attaching the following documentation:
- Vessel registration document in current activity
- Engine and equipment catalogs installed and / or to be installed on the vessel.
For Coastal and Largo Vessels, you must also attach:
- Valid gross tonnage (GT) document
- Valid certificates attesting the safety of the vessel / ship (eg: Certificate of Seaworthiness)
- General arrangement plan and descriptive memory of the vessel.
Note: In addition to the above documentation, additional documentation may be requested.
After completing the registration process in the vessel's fishing fleet, the following documents must be sent to DGRM - Fleet Division, to the following address: mail.df@dgrm.mm.gov.pt:
- Evidence of slaughter / cancellation to the fishing fleet of the counterpart vessel
- Property title.
Fleet Exits (Kills)
The slaughter of vessels requires a prior opinion from DGRM. For this purpose, you must send a Form, available on Online Services (See here) to DGRM - Fleet Division, to the email address: mail.df@dgrm.mm.gov.pt.
After the vessel's registration is canceled in the fishing fleet, a copy of the document proving the respective slaughter must be sent to DGRM.
Note: If the vessel to be shot has benefited from support under Operational Programs (PROMAR / MAR2020), there may be a refund of funds.
