Resolution of the Council of Ministers No. 148/2024, of October 29, was published in the Official Gazette of the Union, which approves the National Action Plan for Marine Litter, for the period from 2024 to 2028 (PALM2028)
PALM2028 aims to respond to the various obligations of the Portuguese State in this matter, constituting a national commitment to preventing and reducing the presence of waste in the marine environment. The 50 actions registered in PALM2028 aim to significantly reduce the impact of this threat.
The proposal for an action plan on marine litter was prepared by a working group led by DGRM and which included members from the government areas of economy, environment and agriculture and fisheries and also from the Autonomous Regions of the Azores and Madeira. The analysis carried out by this working group led to the identification of 8 axes of action and 28 sectoral measures to meet the defined priorities in the national context. For the period from 2024 to 2028, 50 specific actions were identified for the development of measures.
The implementation of PALM2028 will be coordinated by the PALM Monitoring Committee, thus allowing active representation of public entities directly related to the problem of marine litter.
