After doubts arose with the publication of Ordinance nº 229/2023, of July 24th, which establishes the legal regime for the capture of marine animals and the licensing of dismounted fishing, it is clarified that under the terms of paragraph 1 of article 3 of the aforementioned Ordinance , catchers of marine animals and fishermen on foot must present proof of training provided by the Professional Training Center for Fisheries and the Sea (FOR-MAR), in the areas of safety at sea, basic knowledge of marine resource management and environmental protection practices and sustainability. If you are already registered as a seaman, you will only have to attend a complementary training course.

This requirement only applies to requests for initial registration or reactivations of expired registrations.

If you have a vacancy for the captaincy of your fiscal residence and it is not possible to send, together with the other documents, proof of the indicated training, the license will be issued conditionally but in this case you must, until the end of September 2024, present the respective proof without the which the license for 2025 will not be renewed and your registration will be automatically cancelled.
