9th Session of the IMO Subcommittee on Implementation of Instruments (III)

The 9th Session of the Subcommittee on the Implementation of IMO Instruments (III) is taking place from 31 July to 4 August at IMO headquarters in London.

DGRM is part of the Portuguese delegation represented by Paulo Pamplona, Director of Maritime Administration Services, Conceição Gallis, Head of the New Ship Construction Division, and Rui Serafim, DGRM representative on the Technical Commission for Ship Registration in Madeira, together with Carlos Sequeira, from the Portuguese Embassy in London.

The IMO Instruments Implementation Subcommittee (III) is where matters related to the Flag State, Port State and Coastal State are discussed, having a fundamental role in the analysis of accidents and in the issuance of lessons learned from maritime incidents. The Sub-Committee receives and reviews port state control data and keeps Port State Control (PSC) procedures under review. Survey and certification guidelines, including survey guidelines under the Harmonized System of Surveys and Certification (HSSC), are also within the remit of this Sub-Committee.

Key items to consider in the session include:

  • Proposed amendments to the Guidelines on the assessment and use of statutory remote surveys, ISM Code audits and ISPS Code verifications - Consideration of proposed amendments to the Survey Guidelines under the HSSC (A.1156(32)) and the revised Guidelines on the implementation of the International Security Management Code (ISM) by Administrations.
  • Finalization of proposed amendments to the Survey Guidelines under the Harmonized System of Surveys and Certification (HSSC). The proposed amendments take into account the amendments to the relevant binding instruments, which will enter into force until and including 31 December 2023, and the amendments to SOLAS which will enter into force on 1 January 2024.
  • Finalization of proposed amendments to the Port State Control Procedures [A.1155(32)]. The proposed amendments include Guidelines for the Detention of Ships under Annex VI of the MARPOL Convention.
