According with the Decree no. 3-D / 2021,  29th of january, which regulates the state of emergency decreed by the President of the Portuguese Republic, control of persons' at Portuguese internal borders is restored, therefore is suspended the cross-border rail circulation, except for the transport of goods and river transport between Portugal and Spain. However, it establishes authorised crossing points at the land border.

Under the terms of paragraph 6 of article 5 of the refered Decree, the limitations do not affect:

a) The right of entry for national citizens and holders of residence permits in Portugal;

b) The right of citizens residing in another country to depart;

c) The application, to non-resident foreign citizens, of the exceptions provided for in paragraph 2 of article 4 of the same diploma.

Travels for professional or similar activities, duly documented, are exceptional.  However it may be defined by the Government, the crew member invested in captain, the holder of the fishing licence or the owner of a fishing vessel may correctly complete all fields in the first part of the  eletronic form and send it to the Fisheries Control and Surveillance Center (CCVP), which will confirm in the second part of the form, in order to present it to the the Authorities.
